E.L. "Butch" Butcher

Butch is founder and president of RavenTek.  He served 20 years in the Navy Civil Engineer Corps, performing life-cycle management duties for billions of dollars worth of Naval shore infrastructure at multiple installations.  After the navy, he served as Engineer for the Town of Apple Valley and was a Regional Manager for Charles Abbott Associates, an engineering services company.  He is a licensed Civil Engineer in California and a Mechanical Engineer in California and Washington State.  He earned a Bachelor of Science degree in Ocean Engineering from the Massachusetts Institute of Technology and a Master of Science Degree in Civil Engineering with a Construction Management specialty from the University of Illinois.

During his Civil Engineer Corps career he in charge of the manufacture, factory testing, delivery and installation of $30 million of equipment for a major utility plant at the Puget Sound Naval Shipyard.   Equipment delivered included coal-fired steam generators, flue gas cleaning equipment, diesel electric generators, air compressors and other equipment.  He was also the safety officer and the officer in charge of start-up of the entire utility plant.  Butch served as the Assistant Public Works Officer, Naval Air Station Adak, AK, responsible for all public works facilities to support a 6,000 person city and Naval Air Station on a remote Aleutian Island.  Butch served as the first Environmental Officer of Naval Air Station, Adak, Alaska, developing policies and procedures to bring the Air Station established in 1941 into environmental compliance with current laws.  He was the Environmental Officer at Naval Facilities Engineering Command Northwest in Poulsbo, Washington.  Duties there included serving on the selection board for a $500 million Remedial Action Contract (RAC) to clean up the environmental contamination created on US Navy facilities during the previous 120 years.  Butch was selected to the Admiral’s staff supporting the five state region of Washington, Oregon, Alaska, Idaho, and Montana to consolidate groups from multiple commands into a regional organization which included public works, real property, shore facilities management and infrastructure organizations.  After success in massive reorganization effort, Butch went to California to be the Technical Representative for the Navy Public Works Centers for development of a Management Information System (MIS) for use by all of the Navy Public Works Centers, a $10 million per year software development project.  His last Naval duty station was serving on the Admiral’s staff supporting Navy operations and facilities in California, Arizona, Nevada and New Mexico. Butch served as the Staff Engineer for the Support Services Department which managed about $4 billion worth of family housing, bachelor housing, Morale, Welfare and Recreation (MWR) facilities, Family Service Centers and galleys for the region.

As the Town Engineer for Apple Valley, CA, Butch was responsible for the town’s transportation, drainage and other infrastructure for a population of 75,000 people. He managed construction and maintenance for roads, drainage and other public facilities, and engineering review of new private development projects in the town.

As the founder and president of RavenTek, Butch brings his extensive experience in program and project development and execution, including land development, planning, contracting, construction, environmental, public works, transportation and utilities experience.

RavenTek has worked at all stages of developing shopping centers – including preliminary planning, complete entitlement process, selection and oversight of all contractors including civil engineering, architect, environmental studies, site construction, building construction, and interface with multiple construction contractors on site concurrently building out elements of the shopping centers, final construction closeout, tenant improvements, and leasing and sale of finished space and vacant pads.
